Georgia Contractor License Requirements: 2026 Comprehensive Guide

Georgia state flag

Georgia requires a contractor license for both residential and commercial work, administered by the State Licensing Board for Residential and Commercial General Contractors under the Secretary of State. There is no dollar threshold, any contracting work requires a license. The board launched a new online licensing portal called GOALS in November 2025, which is now the primary system for all applications and renewals. Georgia’s financial responsibility system is more flexible than most states - a surety bond is just one of five options. This guide covers everything in effect for 2026.

License Classifications

Georgia issues licenses across several categories. For residential work, the primary classifications are Residential Basic (individuals and qualifying agents), and Residential - Light Commercial. For commercial work, the General Contractor classifications are tiered by project value: Limited Tier (projects up to a specified dollar amount) and Full (unlimited). Each tier carries different financial responsibility requirements. The qualifying agent - the licensed individual responsible for a company's work - must hold the appropriate classification for every project undertaken.

2026 Licensing Process Step-by-Step

Step 1 - Experience

Georgia requires verifiable experience in the classification being applied for. The specific experience requirement varies by classification - verify current requirements through the GOALS portal at sos.ga.gov before applying, as the board periodically adjusts standards.

Step 2 - Exam

A written examination is required for all license classifications. Georgia uses a Business and Law exam component. NASCLA is not accepted for the Georgia exam - applicants must sit the Georgia-specific examination. Applicants coming from reciprocal states must still pass the Georgia Business and Law exam.

Step 3 - Financial Responsibility

Georgia's financial responsibility system offers five options - one of the more flexible in the Southeast: $25,000 surety bond (Residential Basic) $25,000 net worth affirmation Bank credit reference covering 24 months $25,000 line of credit $25,000 letter of credit General Contractor Limited Tier requires a minimum net worth affirmation of $25,000. General Contractor Full requires a minimum net worth of $150,000. The surety bond is the most commonly used option but is not required if another option is met.

Step 4 - Insurance

Georgia requires $300,000 per occurrence general liability insurance for all license types. The certificate of insurance must name the Georgia Secretary of State Licensing Board as certificate holder. The board's address for COI purposes changed in 2025 - verify the current address through the GOALS portal before submitting your proof of insurance certificate

Insurance Requirements for Georgia Contractor Licensing

Insurance is a condition of licensure in Georgia - not an optional business decision. The Georgia Secretary of State Licensing Board requires proof of active coverage before a license is issued or renewed. At minimum, most Georgia contractors need general liability insurance at $300,000 per occurrence and workers' compensation coverage if they have employees. Specific coverage minimums vary by license classification and can change at renewal.

The GOALS Portal - November 2025 Launch

Georgia launched the GOALS (Georgia Online Application and License System) portal in November 2025. All new applications, renewals, and license verifications now go through GOALS at sos.ga.gov. If you previously had an account in the old system, confirm your license transferred correctly in GOALS and that your insurance certificate and financial responsibility documentation are on file in the new system before your next renewal.

Reciprocity

Georgia has reciprocity agreements with Louisiana, Mississippi (most types), and South Carolina (residential qualifying agent only). All reciprocity applicants must pass the Georgia Business and Law exam - the trade exam may be waived based on the reciprocal state's equivalent. Verify current reciprocity states and requirements through the GOALS portal, as agreements can be updated without broad notice.

How to Verify a Georgia Contractor License

License verification is available through the GOALS portal at sos.ga.gov. The search shows license status, classification, expiration, and qualifying agent information. Verify that the company and its qualifying agent are both licensed before hiring or subcontracting.

2026 Fee Schedule and Renewal

Application and license fees: verify current amounts through the GOALS portal at sos.ga.gov Renewal cycle: verify current renewal period through GOALS GL insurance minimum: $300,000 per occurrence (all classifications)

Pro tip: Georgia’s GOALS portal launched in November 2025 and the board moved offices in 2025 as well. If your certificate of insurance has the old board address as the certificate holder, it may not satisfy the current requirement. Pull your current COI, check the certificate holder address against what GOALS shows as current, and reissue if needed before your next renewal or permit application. An outdated COI address is one of the most common reasons Georgia license renewals get flagged.

Bottom Line and Next Steps

Georgia’s licensing system is straightforward once you understand that the qualifying agent is personally responsible for the company’s licensed work. The five-option financial responsibility system gives applicants more flexibility than most states, and the 2025 GOALS portal launch means the application process is now fully online. If you are entering Georgia from a reciprocal state, confirm current reciprocity status through GOALS before applying, agreements do change.
